Nitro Police arrested Jeffrey Payne, 38, known by the nickname "Low Life" on the streets, during a traffic stop on Friday night. 29, in Lincoln County's Coon Creek area, near Culloden. The victim, Xavier Quintrell, was shot at a friend's home, according to State Police. Kayla Burgess, 24, was still wanted for questioning on Saturday in connection with the shooting.
